Howard Carolan, Co-Founder and CEO of CoapTech, Inc., and Neil Davis, Program Director of the Biomedical Entrepreneurship Graduate Certificate program at the University of Maryland Baltimore (UMB), joins Rich Bendis to discuss Startups, Tech Transfer, and the Funding.

Mr. Davis is currently Program Director of the Biomedical Entrepreneurship graduate certificate program at the University of Maryland Baltimore (UMB). This unique 12 credit graduate certificate provides the student with an opportunity to learn the process of creating valuable intellectual property (IP) and moving it into commercial application. This process begins with the creation of IP, continues to its licensing and the formation of a venture through the growth of the venture, and culminates with the monetization of that venture.
Before joining UMB, Mr. Davis served as Director of Entrepreneurial Initiatives for TEDCO, where his team developed and managed programs for supporting startups in Maryland and served as the liaison with technology incubators statewide. Programs like Loaned Executives, Gateway Executives, Executive Roundtables, and mdPACE were launched during Mr. Davis’ tenure. In addition, as part of the seed investment team, he led investments in promising Maryland-based startups.
Before joining TEDCO, Mr. Davis was VP of Operations at the Emerging Technology Centers (ETC) incubator, where he provided business consulting services to early-stage technology and biotechnology companies via various channels while managing client recruitment, marketing, and budgeting and planning. During his tenure, lean startup acceleration and coworking options were added to ETC’s traditional incubation model.
Mr. Davis also has 30+ years of private sector public company experience in roles ranging from engineering to business development to new product launch to P&L management – all in both domestic and international settings. He is a General Partner in the Propel III Fund of TCP Venture Capital and holds a BSME from Lafayette College and an MBA from the University of Maryland.
Mr. Carolan is the CEO and co-founder of CoapTech, Inc. Prior to co-founding the company in 2016. He worked for 10 years in clinical innovation and patient safety at the Johns Hopkins Armstrong Institute for Patient Safety and at the Johns Hopkins Center for Innovation in Quality Patient Care. At Johns Hopkins, Mr. Carolan was involved with several strategic and operational projects spanning the healthcare continuum, focusing on patient safety, quality improvement, cost-effectiveness, revenue enhancement, and information technology.
Howard’s interest in these areas was forged at the Johns Hopkins Bloomberg School of Public Health, where he earned his MPH, received an NIH grant for Public Health Informatics training, and served as President of the Anna Baetjer Society for Public Health. Mr. Carolan also completed his MBA from the Johns Hopkins Carey Business School, focusing on health care. He has co-authored publications in the areas of patient safety, systems engineering, computerized clinician decision support, pay-for-performance, Venous Thromboembolism prevention, and trans-disciplinary approaches to quality and safety in health care. In addition, Mr. Carolan is a graduate of Duke University, where he received his Bachelor of Science in economics.
