Harbor Designs and Manufacturing (HDM) will hold a ribbon cutting ceremony at Tuesday, May 17th to mark the opening of its new 45,000 sq. ft. engineering and manufacturing facility in the heart of a Baltimore City Economic Empowerment Zone.
